Irene Torres, PhD is based in Ecuador, where she is the technical director of Fundacion Octaedro and coordinator of the Observatory on the Implementation of the Health Information System. She is an affiliated researcher of the UNESCO Chair in Global Health and Education and member of the Advisory Committee of the Fragile and Conflict-Affected Settings Thematic Working Group at Health Systems Global.
